
Singapore’s cybersecurity defenses lack automated threat validation. A recent survey placed the city-state last among eight markets in two key areas: automated threat validation and consolidated risk visibility.
A report by Filigran included responses from 550 senior security decision-makers across eight countries, with 50 from Singapore. Only 18% of local respondents said their organizations used continuous, automated processes to check if defenses could withstand relevant threats. That figure is less than half the global average of 38% and well below North America’s 51%.
Consolidated risk visibility was similarly weak. Just 24% of Singapore organizations reported a fully unified view of their cyber risk exposure, compared with 41% globally.
The results stand out given Singapore’s digital maturity. Boards prioritize cybersecurity, chief information security officers receive adequate budgets, and regulators set high standards. Only 22% of local respondents cited a lack of executive support as a barrier, far below the global average of 33%.

Manual processes delay responses. Most organizations gather threat intelligence, but converting it into actionable insights quickly remains difficult. When a new vulnerability appears, security teams must determine if it affects them, how exposed they are, and whether defenses can stop an attack.
Many still rely on manual checks across multiple systems. Security teams worldwide spend 42% of their time on low-priority or irrelevant risks. In a region with a talent shortage, this inefficiency strains resources.
Continuous Threat Exposure Management (CTEM) offers a solution. The approach shifts from periodic risk assessments to an automated cycle of threat identification, exposure assessment, and defense validation. The aim is to know at any moment which threats matter, the level of exposure, and whether defenses would hold.
Regulatory requirements add pressure. New rules demand timely incident reporting, continuous threat monitoring, and regular security control testing. Meeting these obligations is harder when teams manually compile data from disconnected systems.

Operational barriers in Singapore include integrating disparate security tools (cited by 62% of respondents), identifying real risks among vulnerabilities (52%), and skills shortages (40%).
These challenges create a cycle of inefficiency. Fragmented tools obscure the full picture, poor visibility complicates prioritization, and overworked teams struggle to address either issue. The outcome is an organization that works hard but responds slowly, a problem when threats evolve rapidly.
CTEM helps break this cycle by improving visibility, validating risks, and automating processes. Yet only one-third of Singapore organizations surveyed have a fully established program. That leaves a gap between current practices and regulatory expectations.
Local cybersecurity teams understand the need for automation. The challenge lies in embedding it into daily operations. Organizations that connect isolated tools into a coherent system will meet regulatory demands and better defend against threats.
